										<content:encoded><![CDATA[<p><strong>Starting at 5:30 p.m. tomorrow, the Embassy Plaza will host a fundraiser for the Canadian Cancer Society.</strong></p>
<p>The evening will be embellished with musical performances, including Cynthia Baroud, finalist on the show La Voix in 2015, and Nicola Ciccone.</p>
<p>Between performances, many draws are planned, as well as auctions that will take place throughout the evening in order to raise more funds.</p>
<p>There will also be a conference by a breast cancer survivor. She will talk about her personal journey towards healing.</p>
<p>More than 450 people are expected at the event.</p>
<p>&#8220;After two pandemic years, we&#8217;re expecting people to be willing to celebrate for a good cause, and be generous,&#8221; said Ihab Zaid, general manager of CIBC banking centres in Laval and chairman of the evening&#8217;s organizing committee.</p>
<p>Zaid said the goal is to raise $15,000, and he remains positive it will be achieved.</p>
<p>CIBC has supported this cause for many years, but it&#8217;s the first time it has its annual event in Laval.</p>

										<content:encoded><![CDATA[<p><strong>Teachers of Collège Montmorency declared a strike for climate justice today, and gathered close to the main door of the establishment, the one overlooking De l&#8217;Avenir Boulevard, to express their dissatisfaction.</strong></p>
<p>“The climate crisis is not very present in the electoral campaign and we find that a little disturbing,&#8221; underlines Amélie Therrien, president of the Syndicat des enseignantes et enseignants du cégep Montmorency (SEECM). &#8220;It&#8217;s a must to mobilize collectively in order to respond to this lack of political will.&#8221;</p>
<p>Some SEECM members were already in front of the CEGEP at 7 o&#8217;clock.</p>
<p>&#8220;For the teachers of Collège Montmorency, the climate situation isn&#8217;t technical, but political,&#8221; the SEECM said. &#8220;It depends directly on our ability to organize ourselves and collectively limit our consumption, for the sake of justice. In this sense, they&#8217;re especially calling for a complete exit from fossil fuels by 2030, as well as a massive reinvestment in public services and the social safety net.&#8221;</p>

<h3>To Repeat</h3>
<p>Therrien said it&#8217;s still too early to say if there will be other strikes for the cause.</p>
<p>Nevertheless, SEECM members are seeing it as their duty to lead the way.</p>
<p>“If we&#8217;re keeping this in mind, we could imagine that, indeed, it could happen again,&#8221; the president concluded.</p>

<p>The situation is concerning for residents of that sector of Saint-Vincent-de-Paul, located in the southeast quadrant of Concorde Boulevard and Joly Street.</p>
<h3>Without News</h3>
<p>In mid-March, Isabelle Dunn, who lives near the St-Vincent-de-Paul cemetery, noticed the streetlights on her street, and those in the neighbouring streets were no longer working.</p>
<p>After a month, Dunn made a first request to the 311 Service, which was unsuccessful. Her second request sent a month later also turned out to be unsuccessful.</p>
<p>On her third attempt, in June, a city employee allegedly told her that the issue had been raised by local residents, and that the requests had been closed despite the fact they were not resolved.</p>
<p>Hydro-Québec would have finally come to repair some small elements of the elements, but the source of the problem would come from equipment belonging to Laval, according to the applicant.</p>
<p>&#8220;It’s sad that after five months, we, the residents, have to run after our city to be given explanations,&#8221; Dunn said. &#8220;We haven&#8217;t had any light since mid-March, it&#8217;s a bit pathetic.&#8221;</p>
<p>Christine Poirier, member of Laval&#8217;s executive committee with whom Dunn was able to discuss the issue, had not returned the call from the <em>Courrier Laval</em> at the time of publishing the piece.</p>
<h3>Lack of Services</h3>
<p>Only accessible by Concorde Boulevard (Est) and Lesage Boulevard, the four streets plunged into darkness are often forgotten by public services, adds Dunn, pointing to the garbage cans in the streets, not always picked up.</p>
<p>&#8220;I had to make a request to clean the street,&#8221; Dunn concluded. &#8220;I have other things to do than ask public services to come in our area.&#8221;</p>

<p>In the middle of the afternoon, the 48-year-old woman went to meet Laval families for nearly an hour.</p>
<p>Candidates of her party took advantage of Anglade&#8217;s presence to discuss with the members of their riding too.</p>
<p>There were many discussions, but most of them were about two major topics affecting families, daycare and needs in the school environment.</p>
<p>Many other candidates from different parties were also at the Centre de la nature. However, they didn&#8217;t receive the same privileges as the Liberal Party.</p>
<p>Nicolas Lussier-Clément, candidate in Laval-des-Rapides for the Conservative Party of Quebec, misunderstands the ban on solicitation during Family Day, while the Liberal team arrived with &#8220;the biggest political sign that exists&#8221;.</p>
<p>&#8220;When I arrived, police officers didn&#8217;t want to give me access to the site with my sweater, displaying the logo of my party,&#8221; Lussier-Clément said. &#8220;Finally, they accepted, and as I walked around, I saw the Liberal Party bus. However, the fact it was planned that Anglade would be there, and we were prohibited from being there with our political items, that&#8217;s what disappoints me.&#8221;</p>
<p>Lussier-Clément also notes that candidates from Québec solidaire were denied entry to the site with their signs.</p>

										<content:encoded><![CDATA[<p><strong>Firefighters evacuated about 20 people this Sunday, July 17, after a fire started in a residential building located on Cartier Boulevard West, in Laval-des-Rapides.</strong></p>
<p>When arriving on site, four minutes after receiving the call, the first unit present could see a significant amount of smoke coming from the brick of the back wall, and that, on three floors.</p>
<p>The evacuation having gone well, the firefighters then proceeded to inspect four housing in order to contain the fire.</p>
<p>As electricity and water were cut off from the building, 20 citizens were relocated.</p>
<p>Damage is limited to the original building, and are assessed at a maximum of $30,000.</p>
<p>Let’s note that during the intervention, the Service de police de Laval (SPL), Urgences-santé and Hydro-Québec helped the firefighters. An investigation has been opened to determine the cause of the fire.</p>
<h3>Smoke Alarm</h3>
<p>There was indeed a smoke alarm on site, but it was non-functional.</p>
<p>The Fire and Safety Department of Laval would like to remind Laval’s residents the importance of having a working smoke alarm.</p>
<p>Also, the batteries should be checked at least twice a year, at least, and preferably at time changes.</p>

										<content:encoded><![CDATA[<p><strong>The Centre de services scolaire (CSS) de Laval has confirmed to the </strong><em><strong>Courrier Laval</strong></em><strong> its interest in the former Loblaws building, located at 1950, Boulevard de la Concorde Est, in Duvernay.</strong></p>
<p>However, this acquisition would still remain just a possibility for the CSS of Laval.</p>
<p>“Our requests to the ministry are numerous, and that’s why our CSS must consider many possibilities, including this one,” said Annie Goyette, Deputy Director of the General Secretariat and the Communications Department at the CSS of Laval.</p>
<p>The CSS also indicates that the process of acquiring a building can take several months, and includes many steps.</p>
<p>One of those steps is usually to recognize the need, and the funding approval by the Ministry of Education.</p>
<h3>Optimistic Citizens</h3>
<p>Residents of the area would be happy to have a school there.</p>
<p>“Quickly, without knowing all the possible consequences, that seems like a wonderful idea,” said Julie Rotondo on the Groupe d’échange projet site Loblaws Concorde on Facebook.</p>
<p>Others believe the area is an important element to consider.</p>
<p>“It depends on what it would like to do with it, but the CSS  needs space to build a school, mentions Alexandre Meilleur, another citizen who’s having this case at heart. Large lands are rare.”</p>
<p>He adds that access to Boulevard de la Concorde Est and via the residential area remain advantages for a school project.</p>
<p>For Patrick Lauzière, administrator of the Facebook group, this potential project is an interesting opportunity that could attract families to the area.</p>
<h3>Unwanted Noise</h3>
<p>Nevertheless, Lauzière is asking to pay special attention to the sound environment.</p>
<p>This would prevent residences near that project from being impacted by this aspect.</p>
<p>It’s also Sylvain Serre’s situation, whose house is terraced to the site of the former Loblaws.</p>
<p>Serre would rather see a school being built there than three-storey houses next to his yard. He thinks a noise barrier would be necessary.</p>
<p>For his part, another neighbour, Roland Martel, doesn’t want a school there. The two daycares near his home would cause enough disruption.</p>

										<content:encoded><![CDATA[<p><strong>In 2016, Loblaws supermarket on Boulevard de la Concorde Est was closing its doors, leaving a huge parking lot and building worth $9.5M, unused or almost.</strong></p>
<p>Citizens of Duvernay are complaining about the repercussions of this abandonment on their neighbourhood.</p>
<p>Indeed, Roland Martel says that car racing in the parking lot are a common thing.</p>
<p>Although there is a noise barrier at the delivery dock, this one is badly positioned, according to the neighbour of the place for past 40 years.</p>
<p>Martel filled several complaints to the owners, as well as to the city of Laval, complaining about the noise of the delivery trucks. These procedures remain unsuccessful to this day.</p>
<p>It’s said that the snow removal of the places is causing a racket on the evenings and days following storms, as the heavy machinery quickly moves forward and backward to finish as quickly as possible, and that, in the middle of the night.</p>
<p>However, the parking lot also serves as a dog park, which is something  citizens appreciate.</p>
<p>Many children go there to slide, despite the lack of security, as vehicles circulate there regularly.</p>
<p>During its investigation, the <em>Courrier Laval</em>  learned that the vacant lot has even hosted outdoor parties.</p>
<p>Despite these rather positive aspects, Patrick Lauzière, administrator of the Groupe d’échange projet site Loblaws Concorde on Facebook, defends that “this industrial-looking site with a vague function doesn’t fit very well in the neighbourhood”.</p>
<p>Although no poster indicates its use, the building seems to be used as a warehouse.</p>
<p>Let’s note that the owners of the land, Choice Properties, still haven’t responded to repeated questions from the <em>Courrier Laval</em>.</p>
<h3><strong>Citizen</strong> Consultations</h3>
<p>Several citizen consultations have taken place because of the co-design process, coordinated by Laval in winter 2017.</p>
<p>After four meetings, the real estate development project that was drafted for the site fell through. The reasons behind that decision are still unknown.</p>
<p>However, various elements had reached a consensus, including a maximum height of three to four floors for multiple dwellings, and a commercial presence on Boulevard de la Concorde.</p>
<p>Above all, Patrick Lauzière specifies that people present during the consultations wanted “everything to be done with finesse and attention to details by architects who will take into account the harmony of the site”.</p>
<p>Residents have also expressed their attachment to the Saint-Maurice church, which is right behind the former Loblaws. They would therefore like the church to be enhanced with the new real estate development.</p>
<p>Some elements certainly remain to be deepened, including the viability criteria of a residence for the elderly. However, consultations have stopped before deciding on the matter.</p>
<h3>Past Errors</h3>
<p>“In the past, many residents have also experienced noise and nuisance problems related to some businesses, such as a bowling alley, night deliveries by truck and loitering around the arcades,” also notices Patrick Lauzière. “Attention must be paid to those aspects when redeveloping the site.”</p>
<p>That’s why he’s suggesting a compromise between density and the status quo.</p>
<p>In his ideal plan, there would be commercial buildings on the ground floor, with 80 rental condos on the upper floors. A community space would be built close to them. Several green spaces are also put forward in his plan.</p>
<p>Lauzière adds that mid-range condos could be built in harmony with the cottage-style houses nearby.</p>
<p>Finally, several units of the same style, which are 30 semi-detached and 10 high-end single-family homes, could be built as well.</p>
<p>They would be located at the ends of the site, attached to the existing residences, to serve as a buffer zone for public spaces.</p>
<h3>Laval’s Intentions</h3>
<p>Right now, Laval is overhauling all of its city planning regulations. Those should specify the city’s powers on the territory.</p>
<p>Alexandre Banville, from the Office of the Mayor of Laval, points out that this reorganization will define the future of the site.</p>
<p>Otherwise, Laval can indeed make land acquisitions for the public interest, but it can’t develop a private housing project there.</p>
<p>For now, the site’s future of the former Loblaws remains in the hands of its owners, Choice Properties.</p>
