The Sun Youth Organization, through an anonymous donor, is offering a reward of up to $10,000, valid until March 15, 2026, to anyone with information that could help locate Liam Toman.

Description and Information

The reward is being offered to help find Liam Toman, who is described as a man standing 1.75 m (5 ft 9 in) tall and weighing 59 kg (130 lbs). He has hazel eyes and brown hair.
At the time he was last seen, he was wearing a black Volcom jacket, black snow pants, a green sweater, and a plaid shirt.
He was also wearing a white toque with dark stripes and brown work boots with black toes.

Forensic experts from the Laval Police Service (SPL) will have their hands full on Friday, May 23, with three crime scenes to analyze, all linked to a home invasion that occurred in a Fabreville apartment.

At around 1:50 a.m., a 911 call reported that several suspects had just broken into an apartment occupied by a family of five in a rental building on Sainte-Rose Boulevard in Fabreville.

Upon arrival, SPL patrol officers confirmed that no one had been injured during the incident.

Pursuit on the North Shore

However, at 2:30 a.m., Laval police were notified by colleagues from the Thérèse-De Blainville Intermunicipal Police Board that officers had discovered evidence on their territory potentially connected to the home invasion.

The discovery was made in the Rosemère area, near Rose-Alma Street and Chemin de la Grande-Côte, east of Route 117 (Curé-Labelle Boulevard).

A few minutes later, it was the Terrebonne Police Service’s turn to contact the SPL, as their officers were pursuing on foot four individuals who had abandoned a crashed vehicle.

The SPL then dispatched a K9 unit and several patrol cars to assist the Terrebonne police, which led to the arrest of four suspects, aged 25, 20, 19, and 16.

Additional Details

According to unconfirmed information, the four individuals are not residents of Laval and are believed to live on Montreal’s South Shore.

They were taken to the Laval police detention center, where they will be interviewed by investigators from the SPL’s crimes against persons unit, which is now handling the case.

The motives behind the home invasion are still unknown, including whether the individuals are known to the police.

The federal police of the Royal Canadian Mounted Police (RCMP) in the Eastern Region are currently dismantling a clandestine lab in Bromont, in the Eastern Townships.

As part of the operation that began on Tuesday, May 6, officers discovered a suspected methamphetamine tablet production lab in a warehouse.

Approximately 2.5 million suspected methamphetamine tablets, more than 4 kg of suspected crystal methamphetamine, as well as significant quantities of chemicals and excipients were seized.

The searches also led to the discovery of a tablet press, sophisticated equipment for synthesizing and producing methamphetamine on a large scale, and $3,600 in cash.

Three individuals were also arrested in connection with the operation led by the Integrated Organized Crime Enforcement Unit. They were questioned by investigators and then released pending further proceedings.

The suspects could face charges under the Controlled Drugs and Substances Act, including production and possession of controlled substances for the purpose of trafficking.

In the past, the victim had been acquitted of the 2019 murder of a Hells Angels member in Ontario.

Summary of Events
Marc Issa El-Khoury was fatally shot around 11:00 p.m. while attending a private party. He succumbed to his injuries shortly after.
The 911 emergency line was notified of the incident at 11:30 p.m. A few hours later, the Montreal Police Service was informed of a vehicle fire in the Ville-Marie borough of Montreal.
The burned vehicle matched the description of one possibly involved in the Laval-area homicide.
Both investigations were transferred to the SQ in order to confirm links between the events and their ties to organized crime.

Arrests and Court Appearance
On Wednesday, May 7, investigators from the SQ’s Major Crimes Division arrested Meweal Tesfit Betsuamlak, 20, in Kitchener, Ontario, and Hamza Hamud Ali, 23, at the Donnacona Detention Centre, where he is currently being held.
That morning, SQ investigators were assisted by the Waterloo Regional Police Service in arresting Meweal Tesfit Betsuamlak.
Both suspects are scheduled to appear in court via videoconference to face first-degree murder charges.
A search was also conducted at a residence in Kitchener.

The passenger of a cube truck that struck the rear of a semi-trailer truck—while both vehicles were traveling northbound on Highway 25—had a narrow escape, as the collision tore off the entire side of the cube truck.

This dramatic accident occurred on Tuesday, May 6, around 9:54 a.m., near Lévesque Boulevard in the eastern part of Île Jésus.

The impact left the passenger trapped inside the cab of the cube truck, which had been partially torn open on one side.

For the second time that day, the Laval Fire Department deployed four of its units to the scene, totaling 14 firefighters and their officers.

Arriving at 10:01 a.m., firefighters used extrication tools, including hydraulic spreaders, to free the victim from the cab.

The man was then taken into the care of Urgences-santé paramedics and transported to a hospital for evaluation, as he was experiencing neck and chest pain.

As for the driver of the 40-foot semi-trailer truck, he was unharmed and able to continue on his way, with his vehicle undamaged.

The Leclerc Detention Facility, which has housed a section of cells reserved for female inmates since February 2016, was the scene of a small fire on the evening of Thursday, April 24.

It is worth recalling that this correctional facility, built in 1961, has officially been under provincial jurisdiction since September 2014.

At around 9:08 p.m., a 911 call reported the delicate situation that had just occurred at the former Laval penitentiary, located on montée Saint-François in Saint-Vincent-de-Paul.

For this intervention, Laval’s Fire Department dispatched four units — 14 firefighters and their officers — with the first crew arriving at the scene by 9:15 p.m.

Firefighters headed toward the solitary confinement sector, where they noticed light smoke escaping from the door leading to a cell block.

Upon reaching the source of the fire, the firefighters found that the prison staff had reacted promptly, managing to contain the fire within the cell where an inmate had deliberately set part of her own clothing on fire using a lighter.

Before leaving, the firefighters conducted a few searches and checks of the area and ensured proper ventilation.

Already under control, the fire caused only minor structural damage, estimated at approximately $200.

Fortunately, the inmate involved did not suffer any injuries during the incident.

According to reports from Le Journal de Montréal (JdeM) and La Presse, this SPL sergeant was allegedly caught by pedophile hunters while heading to a park on the South Shore to meet a 15-year-old boy after an exchange on the dating app Grindr.

JdeM also claims that intimate photos were exchanged between the two parties.

As for the City of Laval, officials have stated that they are leaving the matter in the hands of the SPL, as no charges have been filed in the case so far.

Being sued in a civil case for $6 million, six former co-defendants of Gilles Vaillancourt could face trial in 2028.

“We estimate that the case will be ready in 2026 and expect to go to trial around 2028,” said Simon Tremblay, Senior Director of the City of Laval’s Legal Affairs Department, in an interview with Courrier Laval.

Allegations of Corruption and Collusion

In a legal action filed on December 14, 2022, the City of Laval claims that Pierre Lambert, Claude de Guise, Jean Gauthier, Jean Bertrand, Robert Talbot, and Guy Vaillancourt played “an active and significant role” in a system of corruption and collusion that operated during Gilles Vaillancourt’s reign, diverting massive sums related to the awarding of public contracts.

The lawsuit is based on the Act to Recover Unjustly Paid Sums due to fraud or fraudulent practices in public contracts.

According to the City, the defendants “helped maintain the system over time and benefited from it.” Their participation allegedly involved the collection, storage, and redistribution of a 2% kickback on the value of contracts awarded to firms in engineering and construction cartels.

Court Rejects Requests for Dismissal

On November 1, 2023, Superior Court Judge Catherine Dagenais rejected dismissal requests from five of the six defendants.

The defendants argued that the law applies only to companies that benefited from the fraudulent system of contract-sharing and to those involved in awarding contracts with at least 20% overpricing.

They also claimed that their involvement in handling the kickback occurred after the awarding of public contracts and therefore did not fall under the scope of the law.

However, the City countered that the kickback system was central to the scheme and its raison d’être.

Background

The five defendants were among the 37 individuals arrested on May 9, 2013, during a major raid by the Permanent Anti-Corruption Unit (UPAC). The operation exposed a criminal organization that controlled Laval City Hall for over 20 years.

Identified as “facilitators” of municipal corruption, the defendants were:

• Lawyers (Pierre L. Lambert and Robert Talbot)
• Notaries (Jean Gauthier and Jean Bertrand)
• A businessman (Guy Vaillancourt)

In 2017, criminal charges against Talbot, Bertrand, Lambert, and Vaillancourt for money laundering and receiving stolen property were dropped due to the Jordan ruling on delays in the justice system.

However, Jean Gauthier pleaded guilty to conspiracy, breach of trust, and possession of proceeds of crime. He received a sentence of two years minus one day to be served in the community, along with a $100,000 fine.

The sixth defendant, Claude De Guise, was the former Director of Engineering for the City of Laval. He pleaded guilty to conspiracy, fraud, and corruption on July 11, 2017, and was sentenced to 30 months in prison.
