										<content:encoded><![CDATA[<p><strong>To make up for the labour shortage, Legault&#8217;s government has announced that cameras, equipped with microphones, will be installed in elderly&#8217;s homes and CHSLDs.</strong></p>
<p>The medical staff could visually monitor the beneficiaries, and listen to what&#8217;s happening in their room, if necessary.</p>
<h3>AQDR</h3>
<p>President of the Association québécoise de défense des droits des personnes retraitées for Laval and the Laurentides (AQDR), Pierre Lynch, doesn&#8217;t say he&#8217;s against that measure, which could represent an invasion of privacy. Yet, he remains cautious about how that will be put into practice.</p>
<p>&#8220;My opinion is divided,&#8221; he said. &#8220;First, we know that there is a labour shortage, and at some point, some actions will have to be automated to make things more efficient. In that way, installing cameras in bedrooms isn&#8217;t a bad thing. On the other hand, the user must have given his authorization to put it into operation, and that he/she himself is able to decide whether to put it into operation or not.</p>
<h3>Clarification needed</h3>
<p>As for the management of this tool the government wants to put in place, Lynch raises a few points, which, in his opinion, should be regulated to avoid possible abuses.</p>
<p>&#8220;The use of cameras is a matter of personal and individual needs,&#8221; Lynch said. &#8220;It shouldn&#8217;t be treated as a collective gesture, but as an individual one. For people with a loss of autonomy, or more vulnerable, it would be important that the option isn&#8217;t only discussed with the patient, but also with family members.&#8221;</p>
<h3>Privacy</h3>
<p>When it comes to installing cameras in a place as private as a bedroom, the question of privacy is undoubtedly raised.</p>
<p>&#8220;The living environment in which the individual lives is HIS/HER living environment,&#8221; insisted Lynch. &#8220;In CHSLDs, the cameras inside the patient&#8217;s rooms are for prevention, We know the falls are on the rise. Now, we can install equipment for surveillance, but the use of the equipment must be authorized by the occupant of the room, and the members of the family.&#8221;</p>
<h3>Possible abuses</h3>
<p>&#8220;If an establishment transgresses the will of one of its patients, it will have to answer for its actions and put itself in a position to be prosecuted,&#8221; specified Lynch.</p>
<p>As for the CISSS de Laval, it&#8217;s approving those new measures, and would like to ensure those practices will be well supervised.</p>
<p>&#8220;The CISSS of Laval is in favor of installing cameras in the rooms of residents in CHSLDs and in elderly’s homes,&#8221; said Marie-Ève Despatie-Gagnon, spokesperson for the CISSS of Laval. &#8220;The installation of cameras in the rooms represents a solution through technology that supports the medical team, and allows better interventions with residents.”</p>
<p>Despatie-Gagnon also specifies that legal consent must be provided to the CISSS of Laval by residents or their families, if they&#8217;re unable to do so. Also, the project will be offered to the beneficiaries, who will have the choice to accept it or not.</p>
<p>The CISSS of Laval says it won&#8217;t sell the images or the data collected by the cameras.</p>

										<content:encoded><![CDATA[<p><strong>The Centre intégré de santé et de services sociaux (CISSS) of Laval announced an increase of 193 confirmed cases of COVID-19 over the past week.</strong></p>
<p>That brings Laval’s total to 76,570 confirmed cases since the start of the pandemic.</p>

<p>However, let’s recall that the general population can now obtain rapid screening tests, and that screening centres offer PCR tests to only specific groups of the population, which could explain such a variation in the data from the last 33 reports.</p>
</div>
<p>Unfortunately, 1,160 Laval citizens died from it, a number that hasn&#8217;t changed over the past week.</p>
<p>As for vaccination, 89.7 per cent of Laval’s population received at least one dose of vaccine. Of them, 87 per cent have received their second dose, and 50.4 per cent got a first booster dose. That data is up to 18 per cent when it comes to the second booster dose. In total, it represents 1,028,476 doses given in the region since the start of vaccinations.</p>
<p>It’s the ninth highest provincial total behind Montreal (5,091,688), the Montérégie (3,402,990), the Capitale-Nationale (1,919,725), the Laurentides (1,485,640), the Mauricie and the Centre-du-Québec (1,271,418), Lanaudière (1,234,001), the Estrie (1,217,285) and Chaudière-Appalaches (1,066,413).</p>
<p>The CISSS also specified that 79 employees of its network (increase of 17) were absent from work due to the virus.</p>
<p>To clarify, the data used for confirmed cases of COVID-19 are now coming from the laboratory database, rather than from the Public Health Trajectories (TSP) information system as before.</p>
<p>This new method no longer makes it possible to present data from Laval’s sectors, since the information on the place of residence is often incorrectly entered, or missing.</p>

<p>This brings Laval&#8217;s total to 75,522 confirmed cases since the start of the pandemic.</p>
<p>However, let&#8217;s recall that the general population can now obtain rapid screening tests, and that screening centres offer PCR tests to only specific groups of the population, which could explain such a variation in the data from the last 29 reports.</p>
<p>Unfortunately, 1,145 Laval citizens died from it, which represents an increase of one compared to the previous seven days.</p>
<p>As for vaccination, 90 per cent of Laval&#8217;s population received at least one dose of vaccine. Of them, 87.3 per cent have received their second dose, and 50.3 per cent got a first booster dose. That data drops to 15.6 per cent when it comes to the second booster dose. In total, it represents 1,008,293 doses given in the region since the start of vaccinations.</p>
<p>It&#8217;s the ninth highest provincial total behind Montreal (5,005,293), the Montérégie (3,320,028), the Capitale-Nationale (1,875,813), the Laurentides (1,451,197), the Mauricie and the Centre-du -Quebec (1,242,596), Lanaudière (1,205,675), the Estrie (1,185,205) and Chaudière-Appalaches (1,046,166).</p>
<p>The CISSS also specified that 79 employees of its network (increase of three) were absent from work due to the virus.</p>

										<content:encoded><![CDATA[<p><strong>Opération Enfant Soleil has given $23,984 to the Hôpital de la Cité-de-la-Santé, of the Centre intégré de santé et de services sociaux (CISSS) of Laval.</strong></p>
<p>That money will allow the hospital to obtain three vital signs monitors, and a ventilation device  to safely resuscitate newborns</p>
<p>This sum will make it possible to obtain three vital signs monitors and a ventilation device to resuscitate newborns in complete safety.</p>
<p>The donation will also help the Cité-de-la-Santé to get three laryngoscopes with cameras and blades of different sizes for neonatal and pediatric patients, as those facilitate rapid intubation for small patients. Other equipment is also part of the purchases the hospital will be able to afford with the donation.</p>
<p>Opération Enfant Soleil has donated $825,172 to the Hôpital de la Cité-de-la-Santé over the years.</p>
<p>&#8220;The equipment provided by Opération Enfant Soleil helps us a lot, and gives us a choice of material that is more sofisticated,&#8221; said pediatric nurse from the place, Pascale Simard, via press release. &#8220;It allows us to keep our babies here, in our regional centre, instead of transferring them to centres in Montreal, Quebec or other cities.&#8221;</p>
<p>In total, 116 donations will be made to organizations and hospitals across the province this year.</p>
<p>They&#8217;ll help to realize various project related to the prevention of disease in young people through physical activity and healthy lifestyles, to offer the best medical care to children, to support medical teams and to support families when they need it most. <strong>(N.P.)</strong></p>
