The activity took place in collaboration with the Public safety research and innovation centre (RISC Centre).

“Bringing together many organizations that would be called upon to intervene and take decisions during a rail accident involving dangerous materials, the scenario for this exercise was developed on the basis of a very real risk on the territory,” said Claude Lussier, head of operations division of the Laval’s Fire and Safety Department.

The initiative aimed to enable participants to better prepare, practice and update their knowledge of response procedures for such a disaster.

“It was also an excellent opportunity to discuss with stakeholders from the different organizations, and share our knowledge,” Lussier added.

Many Goals

The main goal of that exercise was to allow Laval’s emergency responders and main partners to practice managing a disaster occurring on the territory.

It also consisted of practicing the alert and the mobilization of the various services involved in the management of a major disaster, without forgetting to allow stakeholders from different departments to practice coordinating such an situation.

Once at the scene, Laval’s firefighters and police officers found that the small strip of garden adorning the front of the Nuits de Beyrouth restaurant had flamed.

An object would have also been thrown against the shop window, but the fire would have extinguished itself, even before the arrival of emergency services on site.

Laval’s police indicate that this wouldn’t be the first event of that kind to occur at the location.

“After more than two years of negotiations, no one will tell us we’re not patient,” said via press release the president of the Syndicat du personnel de soutien d’Urgences-santé (CSN), Marc Dulude. “The employer says he has no other financial leeway to offer us except impoverishment. Yet, he finds a way to hire subcontractors at very high prices to do part of our work, instead of investing in working conditions to fill positions internally. We’re tired of this lack of respect.”

“The pre-hospital sector is a chain with many links, and they’re all important,” added in the press release the president of the CSN, Caroline Senneville. “Support staff is the perfect example. After each shift, they must prepare each ambulance for the next team of paramedics. If there’s a delay there, it affects the entire chain, and it ends up having an impact on the response time of paramedics with a citizen who needs help, and on the quality of services to the population. That’s why it’s so important to adequately recognize their work.

In 2021, firefighters received 5,706 emergency calls, including 257 for building fires. Of those, 63 fires required an alert level (alert level of 1 to 5) with a significant firefighters deployment.

That performance is the result of major investments with the implementation of the GPS system in intervention vehicles, as well as the addition of a pumper at the Saint-François barracks in order to ensure the protection of citizens.

A new firefighters collective agreement (2019-2024) has also been signed, with the addition of the level 1 first responder service. This new service will save several lives every year, while having a major impact for Laval citizens.

“When calling the fire department, we’re often experiencing a crisis situation, and a few minutes can make a huge difference,” said Sandra Desmeules, member of the executive committee, municipal councillor for Concorde-Bois-de-Boulogne, and responsible for public safety. “Therefore, I applaud the work of our firefighters, who aren’t hesitating to put in place new practices to intervene more quickly, and more effectively. The fact they’re able to do so in less than 10 minutes in 97 per cent of the situations, so beyond the target of the 90 per cent targeted by the Ministry of Public Security, is exceptional and deserves to be underlined.” (A.B.)
