										<content:encoded><![CDATA[<p><strong>A few weeks ago, Revenu Québec announced that the distribution of one-time amounts paid by the provincial government to deal with the rise in the inflation rate would begin by the beginning of this month.</strong></p>
<p>In the end, more than 6.5 million taxpayers will have access to that financial assistance.</p>
<p>The amount will be $600 for those whose individual income doesn&#8217;t exceed $50,000. It will gradually decrease, down to $400 for those with an income slightly above $50,000.</p>
<h3>Revenu Québec</h3>
<p>Although Revenu Québec specifies that people don&#8217;t have anything to do in order to receive that financial assistance, many have still haven&#8217;t received the money, and are wondering.</p>
<p>For example, is it normal that all the members of my family, all having the same last name, have already obtained their cheque, but not me? Why did my friends already receive their check two weeks ago, but I&#8217;m still without answer?</p>
<p>First, it&#8217;s important to know that taxpayers who are yet to file their 2021 income tax return have until June 30, 2023 to do so in order to take advantage of that new measure to counter inflation.</p>
<p>People who received last-resort financial assistance on Dec. 31, 2021, and benefit from the automatic payment of the <em>TQS</em> component of the solidarity tax credit, don’t have to file an income tax return to be eligible for the cheque.</p>
<h3>Payment Date</h3>
<p>Something important to know is that you can find the date you should receive your cheque on Revenu Québec&#8217;s website, on Mon Dossier. Also, the amount of the cheque&#8217;s also indicated there, if you have any doubts about it.</p>
<p>So, in case of uncertainties, just look there, and you&#8217;ll see everything you need to know.</p>

										<content:encoded><![CDATA[<p><strong>According to a survey by the Canadian Federation of Independent Business (CFIB), 36 per cent of Canadian SME owners have hired candidates who either never showed up for work, or stopped coming to work shortly after starting their jobs.</strong></p>
<p>That phenomenon, called &#8220;ghosting&#8221;, will indeed be on the rise.</p>
<p>37 per cent of respondents also reported that candidates didn&#8217;t show up for their interview, and/or abandoned the hiring process in the last 12 months.</p>
<p>&#8220;Ghosting is frustrating, and wastes time and energy they don&#8217;t have,&#8221; noted Jasmin Guénette, vice-president of national affairs at CFIB, in a press release. &#8220;Candidates and employees are not forced to accept or keep a job they don&#8217;t like, but should at least clearly communicate their intentions to the employer, instead of abandoning the process without warning.&#8221;</p>
<p>According to the latest CFIB Business Barometer, shortages of skilled or semi-skilled labour continue to limit growth for 53 per cent and 38 per cent of businesses, respectively.</p>
<h3>Employment Insurance</h3>
<p>The situation prompts the CFIB to ask the Government of Canada to take into account the impact that the changes to employment insurance, planned by the government itself, could have.</p>
<p>&#8220;Business owners, who have experienced ghosting, tell us some candidates prefer to continue collecting benefits for as long as possible,&#8221; added Guénette. &#8220;They&#8217;re applying for, or are accepting a job simply to meet the eligibility requirements.&#8221;</p>
<p>Guénette specifies that &#8220;the vast majority of employment insurance claimants probably intend to find work&#8221;, but that &#8220;the changes the government intends to make to the system should not discourage them from accepting, or start a job&#8221;.</p>
<p>The CFIB recommends that the government authority &#8220;not make employment insurance coverage mandatory for self-employed people, which would create significant costs for many SMEs&#8221;.</p>
<p>It also wants to see the federal government undertake a detailed analysis of the cost of its expanding plan, and lay out a plan to ensure that employment insurance remains viable without imposing additional costs on the employers. <strong>(N.P.)</strong></p>

<p>It will be $400 for the $54,000 to $100,000 range. Again, there will be a distribution, which will be gradually reduced to $104,000.</p>
<p>That amount will be adjusted, according to income for 2021. Also, it must be noted that it&#8217;s non-taxable, and will be remitted by direct deposit, or cheque by the end of 2022.</p>
<p>Revenu Québec specifies that citizens don&#8217;t have to do anything in order to receive the money.</p>
<p>Those who are yet to file their 2021 tax return have until June 30, 2023 to do so, and thus take advantage of that new measure.</p>

										<content:encoded><![CDATA[<p><strong>An earthquake was felt in Laval late yesterday evening.</strong></p>
<p>Several internet users on the territory claimed to have felt the tremor. It&#8217;s also the case for Montreal residents, as well as those on the north and south shore.</p>
<p>According to the first results of the Institute of Geological Studies of the United States, this earthquake would have reached a magnitude of 3 on the Richter scale. Earthquakes Canada later rated it at a magnitude of 3.7.</p>
<p>&#8220;There are no reports of damage, and none would be expected,&#8221; we can read on the Government of Canada&#8217;s website.</p>
<p>The epicentre of the earthquake was about five kilometers from Bois-des-Filion. It was also 10 kilometers deep.</p>
<p>The last earthquake felt in Quebec was on Aug. 11. It took place 26 kilometers from Hauterive, and had reached a magnitude of 3.5, according to data recorded by the Government of Canada.</p>
<p>Nationwide, the last earthquake was on Nov. 11. It took place 133 kilometers from Fort St. John, in British Columbia, reaching 4.7 on the Richter scale.</p>

										<content:encoded><![CDATA[<p><strong>About 60 hours after the gunshots that injured four people behind Collège Montmorency, the Service de police de Laval (SPL) says the investigation is progressing well, while the suspect in this shooting is still being tracked.</strong></p>
<p>For its part, the Fraternité des policiers de Laval came out publicly, first to direct its thoughts to the victims, families, as well as students and staff of the CEGEP, having lived through horrible hours in being confined after the discharge of gunshotsthat occurred on the evening of Nov. 11.</p>
<p>It also mentioned &#8220;the great work, commitment and availability of its members during the large-scale operation deployed&#8221;.</p>

<h3>Surprise and Disappointment</h3>
<p>However, taking the example of that other event of armed violence to occur in Laval in recent months, or even years, the Fraternité des policiers de Laval recalled, in a press release, that &#8220;obviously, this extra time puts immense pressure on Laval police officers, who continue, however, to be present at all hours of the day and night. This inevitably has an impact on their personal and family life&#8221;.</p>
<p>Supporting the idea, as Mayor of Laval Stéphane Boyer did the day after this other shooting, resources to stop armed violence remain limited. the Fraternité des policiers de Laval specified that no funding has been granted to the SPL, while Quebec&#8217;s Government extended no less than 250 million over five years for Montreal&#8217;s police.</p>

The CSN calls for in-depth changes, in order to ensure the sustainability of the network. That includes 100 per cent public services.</strong></p>
<p>&#8220;Today&#8217;s announcements aren&#8217;t changing the main problems concerning labour shortage, Quebec&#8217;s delay in home support, the lack of hospital beds, the lack of places in CHSLDs, or the under -funding of some services,&#8221; said Caroline Senneville, president of the CSN.</p>
<p>&#8220;To strengthen access to the most important, and ensure each patient sees the right professional, we must rely on CLSCs,&#8221; she added. &#8220;Over the years, CLSDs have been butchered in their mission. That&#8217;s why we&#8217;re having those problems today. Family Medicine Groups (FMG) are private companies. They&#8217;ll never be able to offer multidisciplinary teams everywhere in the province, 24 hours a day, seven days a week. Yet, that&#8217;s what must be done to reduce the pressure in the establishments.&#8221;</p>
<p>The CSN doesn&#8217;t believe the government&#8217;s making the right choice by entrusting even more accommodation spaces to the private sector. On the contrary, those needs will have to convince the government to create new places in public CHSLDs.</p>
<p>The CSN regrets the government is still pushing back the shift toward home care. The inability of public&#8217;s network to provide the necessary services undoubtedly contributes to the congestion of the system we&#8217;re currently witnessing. Also, home support services are much less expensive than long-term accommodation. 										<content:encoded><![CDATA[<p><strong>The Association pour le Transport Collectif de Laval (ATCL) lengthens the requests for the elections. Between a new metro line and the extension of the existing one, the organization has major projects for Laval residents.</strong></p>
<p>Elections are always an opportunity for the various organizations to send their grievances to the parties presenting themselves. The ATCL is no exception to the rule. The OBNL (non-profit organisation) has sent a press release in which appears an exhaustive list of its demands for the next mandate.</p>
<p>&#8220;We want the candidates of the six ridings to learn about the projects we&#8217;re defending, and commit to supporting sustainable mobility if elected,&#8221; said Nicolas Lemire, president of the ATCL.</p>
<p>Among the requests, the ambitious development of a structuring transport network deployed throughout the municipality. The ATCL board of directors even argues that the city is ready for a more developed public transport network that would serve its entire territory. Also according to the association, the budget allocated for public transport should equal the budget allocated to the maintenance of Laval&#8217;s road network.</p>
<p>A metro line, light metro or tramway crossing the island from East to West, and connecting to downtown, is also part of the requests sent to the six candidates of the different parties. Such an initiative regarding the public transport network would consolidate the development of the city, and change transport habits of Laval residents, according to what the OBNL&#8217;s board of directors suggests.</p>
<p>The ATCL also expects a favorable response to its proposal to extend the orange line to downtown Laval, as well as for the expressways it would like to see erected on the entire road network of its territory.</p>
<p>“The provincial government is an essential player through its support for various public transport projects,&#8221; Lemire concluded. &#8220;From an ecological transition perspective, candidates must show it&#8217;s a priority for them, as it is for us.&#8221;</p>

										<content:encoded><![CDATA[<p><strong>The labour shortage is hitting Quebec businesses hard, costing them nearly $10.7 billion, reveals the Canadian Federation of Independent Business (CFIB) in its new research note.</strong></p>
<p>&#8220;We knew the labour shortage had a very negative impact on leaders of small and medium-sized enterprises (SMEs),&#8221; said by press release François Vincent, vice-president for Quebec at the CFIB. &#8220;They have to work more hours, and their employees as well. They&#8217;re forced to refuse contracts and business opportunities.&#8221;</p>
<p>Vincent adds that those SMEs could have benefited from these sums to recover, grow and revitalize their regions. For him, the labour shortage issue is very bad news for SME leaders.</p>
<p>CFIB&#8217;s assessment is based on data from a survey conducted last March. The results relating to the losses suffered by SMEs were calculated using the average total income of a Quebec SME, published by Statistics Canada for the year 2020, by sector of activity. Let&#8217;s note that the analysis only takes into account SMEs with revenues between $30,000 and $5 million, in order to have a conservative assessment.</p>
<h3>All Sectors</h3>
<p>In a report published last April, the CFIB revealed how the labour shortage was affecting all industries, and leading to an explosion of job vacancies, thus putting a lot of pressure on SMEs.</p>
<p>Today&#8217;s research note also highlights the economic impacts by activity sector.</p>
<p>The construction and professional and administrative services sectors are registering losses of more than $2 billion. SMEs in the lodging/food and retail sectors are experiencing losses of nearly a billion. In the wholesale trade and transportation sectors, these losses total $1.2 billion.</p>
<h3>Measures</h3>
<p>The lack of employees is cited by 86 per cent of small business owners in Quebec as the most difficult issue to overcome in 2022, just behind the increase in costs, mentioned by 87 per cent of them.</p>
<p>&#8220;The Government of Quebec has adopted several measures to support companies seeking employees, and has just made changes so that all SMEs have access to tax credits to attract workers,&#8221; explained Vincent in the press release. &#8220;That said, more actions are possible and necessary to help those businesses, especially in terms of taxation, where Quebec is the country&#8217;s champion.&#8221; <strong>(A.B.)</strong></p>

										<content:encoded><![CDATA[<p><strong>The Association québécoise des centres de la petite enfance (AQCPE) recommends that the government converts non-subsidized private daycares into Childcare Centres (mostly known as CPE in French), which would prevent them from remaining private.</strong></p>
<p>According to the AQCPE, &#8220;it would be logical to follow the path of the adoption of bill no. 1, by prioritizing CPEs for the development of new places, thus converting private daycares into CPEs&#8221;, indicates the press release.</p>
<p>The AQCPE believes this transformation priority will allow all families wishing to get a quality place to do so.</p>
<h3>Key Factors</h3>
<p>The association suggests to get inspired from the process already established for organizations wishing to develop new places for the conversion process.</p>
<p>Several criteria are taken into account, including the quality assessment, complaints, statements of offence and assessment of the financial situation to determine whether or not a non-subsidized private daycare can be eligible for the change.</p>

<p>More than 60 per cent of SMEs owners are working more hours than they should in order to make up for the lack of staff, while almost 50 per cent indicate that their employees have done the same.</p>
<p>To support Quebec entrepreneurs, the Canadian Federation of Independent Business (CFIB) meets with them to inform them about the programs and measures available to them. With the arrival of the provincial elections, CFIB is unveiling its new labour shortage awareness tool.</p>
<p>&#8220;It&#8217;s important to share the expectations of SMEs to political decision-makers, but also to act directly with our members,&#8221; said François Vincent, vice-president for Quebec at the CFIB, in a press release. That&#8217;s what we&#8217;ve always done and what we&#8217;ll continue to do. During the pandemic, the CFIB was there to support entrepreneurs without benchmarks who were going to hit a wall. Today, we intend to help SMEs facing a lack of employees. We&#8217;ll put energy into informing entrepreneurs across Quebec. By the end of the year, we&#8217;ll be meeting 40,000 leaders of Quebec SMEs and we&#8217;re aiming for 100,000 next year.&#8221;</p>
<p>The first consequence of the labour shortage for entrepreneurs is usually that they have to work more hours. Therefore, they have very little time, if any, to find out about the programs and measures in place.</p>
<p>To improve the awareness and use of business programs, the CFIB is asking political parties to commit to creating a Minister of SMEs and Regulatory Relief. Creating a continuum in government&#8217;s action for businesses would help to improve communication and the use of services. Finally, more needs to be done in terms of regulatory relief to help entrepreneurs save time. <strong>(A.B.)</strong></p>
