										<content:encoded><![CDATA[<p><strong>According to a survey by the Canadian Federation of Independent Business (CFIB), 36 per cent of Canadian SME owners have hired candidates who either never showed up for work, or stopped coming to work shortly after starting their jobs.</strong></p>
<p>That phenomenon, called &#8220;ghosting&#8221;, will indeed be on the rise.</p>
<p>37 per cent of respondents also reported that candidates didn&#8217;t show up for their interview, and/or abandoned the hiring process in the last 12 months.</p>
<p>&#8220;Ghosting is frustrating, and wastes time and energy they don&#8217;t have,&#8221; noted Jasmin Guénette, vice-president of national affairs at CFIB, in a press release. &#8220;Candidates and employees are not forced to accept or keep a job they don&#8217;t like, but should at least clearly communicate their intentions to the employer, instead of abandoning the process without warning.&#8221;</p>
<p>According to the latest CFIB Business Barometer, shortages of skilled or semi-skilled labour continue to limit growth for 53 per cent and 38 per cent of businesses, respectively.</p>
<h3>Employment Insurance</h3>
<p>The situation prompts the CFIB to ask the Government of Canada to take into account the impact that the changes to employment insurance, planned by the government itself, could have.</p>
<p>&#8220;Business owners, who have experienced ghosting, tell us some candidates prefer to continue collecting benefits for as long as possible,&#8221; added Guénette. &#8220;They&#8217;re applying for, or are accepting a job simply to meet the eligibility requirements.&#8221;</p>
<p>Guénette specifies that &#8220;the vast majority of employment insurance claimants probably intend to find work&#8221;, but that &#8220;the changes the government intends to make to the system should not discourage them from accepting, or start a job&#8221;.</p>
<p>The CFIB recommends that the government authority &#8220;not make employment insurance coverage mandatory for self-employed people, which would create significant costs for many SMEs&#8221;.</p>
<p>It also wants to see the federal government undertake a detailed analysis of the cost of its expanding plan, and lay out a plan to ensure that employment insurance remains viable without imposing additional costs on the employers. <strong>(N.P.)</strong></p>

										<content:encoded><![CDATA[<p><strong>Elected since 2015 as deputy for Saint-Henri–Sainte-Anne, and leader of Quebec&#8217;s Liberal Party (QLP) since May 2020, Dominique Anglade announced her resignation during a press briefing today.</strong></p>
<p>On Dec. 1, Anglade&#8217;s seven years of political involvement will be over when she will also step down as an MP.</p>

<p>During the press briefing, the now former liberal leader said to have started a personal reflection following the disappointing results of the last elections.</p>
<h3>Why</h3>
<p>&#8220;The demographic, cultural, socio-economic and ecological issues are too important for the official opposition to tear itself apart,&#8221; Anglade told the media. &#8220;The QLP must operate a renewal of its political offer, but also of its way of doing politics. We don&#8217;t have the luxury of being undermined by internal intrigues that Quebecois have no use for. »</p>
<p>In the last provincial elections, the QLP won the worst universal suffrage in its history, with 14.37 per cent of the vote, being overtaken by Québec Solidaire (QS) and the Parti Québécois (PQ).</p>
<p>A few weeks ago, Anglade expelled deputy Marie-Claude Nichols, elected within the party since 2014, in the wake of the unveiling of her shadow cabinet. That reaction, which several analysts are describing as extreme, is one of the potential reasons behind Anglade&#8217;s decision.</p>
<h3>Political Life</h3>
<p>Anglade made her political debut in 2012, as president of the Coalition avenir Québec (CAQ).</p>
<p>In 2015, she joined the QLP, and was elected as deputy for Saint-Henri–Sainte-Anne on Nov. 9 of the same year.</p>
<p>In January 2016, she was given the functions of Minister of Economy, Science and Innovation, and Minister responsible for the Digital Strategy under Philippe Couillard&#8217;s government.</p>
<p>She thus became the first person of Haitian origin to hold a ministerial position in Canada.</p>
<p>On May 11, 2020, Anglade became the first woman to head the QLP, the dominating party of Quebec&#8217;s political sphere for 150 years.</p>

<p>Therefore, the Crown corporation is ordered to pay a fine of $40,000 to the Receiver General of Canada.</p>
<p>&#8220;On March 23, 2022, while on routine patrol, Environment and Climate Change Canada Wildlife enforcement officers noticed heavy equipment and construction in the enforcement area of the Emergency order for the protection of the Western Chorus Frog of the Great Lakes/Saint-Laurent, and the Canadian Shield, in the municipality of La Prairie,&#8221; the Ministry notes in a press release.</p>
<div class="mwsbodytext text parbase section">The investigation then determined that Hydro-Québec was responsible for the same work, which caused visible damage to an area estimated at more than 3,955 m<sup>2</sup>.</div>
<p>&#8220;A contravention of the provisions of an emergency decree is an offence under the Species at Risk Act,&#8221; the press release also specifies. &#8220;The Act prohibits killing or harming a wildlife species, listed as an endangered species and damaging or destroying its habitat.&#8221;</p>
<p>The Emergency Decree, in effect since June 22, 2016, prohibits the installation, construction of an infrastructure, or any form of maintenance of an infrastructure in the application area. <strong>(N.P.)</strong></p>
