The closures will be put in place to prepare the construction site for the extension of Highway 19, for the winter period.

The Ministry of Transport and Sustainable Mobility had already announced a wave of closures, which was initially expected to affect the site from Nov. 20 to Dec. 2.

Those closures affected the section located between Laurentides Boulevard and Saint-Saëns Street (east), taking place in both directions, from 9 p.m. to 5 a.m. the next day.

Due to the new planned closures, detours will be put in place, especially for trucking. The detours will be marked, according to the routes for each of the closures.

The 700th was built in front of the La Source school and the l’Étincelle building, on the 15th Avenue, in Fabreville, on Nov. 24.

It was one of the last speed bumps of a first phase of implementation, around 67 schools and 139 parks in the territory, launched in the fall of 2020.

“Laval wants to encourage drivers to adopt safer behaviour, reduce their speed and be more attentive to their environment,” said Ray Khalil, municipal councillor of Sainte-Dorothée, vice-president of the executive committee, and responsible for the files of public works.

Second Phase

A second implementation phase of speed bumps in residential streets is being developed, reports the Municipality.

Those actions are part of a series of “traffic calming measures” that have been deployed since 2017, to which are added, for example, road markings, pedestrian crossings, sidewalk overhangs, raised intersections, one-ways, as well as the installation of speed displays and fixed photo radars at some red lights.

As for speed bumps, they’re preferred when “the speed practiced at the 85th percentile exceeds by at least 10 km/h” the speed limit on a local residential collector street.

In addition to forcing drivers to slow down, those speed bumps have the advantage of reducing through traffic, i.e. the traffic created by drivers not living in the neighbourhood.

More than 1,200 operations were performed during those six days. That resulted in the issuance of 3,500 tickets, of which nearly 500 were issued to pedestrians and cyclists.

Unfortunately, 30 collisions involving pedestrians, and 16 involving cyclists took place during this period.

The interventions carried out by officers aimed, particularly, to raise the awareness of road users, in order to help secure the transport networks. The presence of the patrollers was particularly visible in school zones.

Heavy vehicles will be directed to the Médéric-Martin Bridge, on Highway 15.

For now, the closure of the left lane, in both directions, is maintained on Papineau-Leblanc Bridge. It will be indicated by markings on the ground, rather than by cones, to facilitate winter maintenance.

The speed limit remains 70 km/h on the entire bridge. The Ministry reminds users of the importance of respecting the signs in effect. Surveillance will also be provided by the SAAQ road controllers.

The government body also recalls that “the condition of the bridge doesn’t compromise the safety of users”, and that “these measures are preventive, but necessary to ensure the integrity of the road infrastructure”. (N.P.)

The closure will take place between Dagenais (east) and Laurentides boulevards, from Friday, Oct. 14, at 10 p.m., until Monday, Oct. 17, at 4 a.m. Des Perron Avenue will also be closed during that time. It won’t be accessible from Thursday, Oct. 13 at 9 p.m.

The work is required in order to proceed with the commissioning of a new temporary intersection, located at the corner of Route 335 and des Perron Avenue. That will be used until the opening of the new Saint-Saëns Street (east) interchange, scheduled for next summer.

The temporary configuration will force the prohibition of circulation for pedestrians and cyclists. However, once opened, the new interchange will include a multipurpose track for them.

Detour

The Ministry recommends that road users travelling southbound take Laurentides Boulevard, westbound, to Highway 440, eastbound, and then return to Route 335 to avoid the section that will be closed this weekend.

Going north, drivers can instead take Dagenais Boulevard (east), westbound, and then take Laurentides Boulevard, northbound, to Route 335.

Heavy vehicles travelling north will instead be intercepted at the intersection of Route 335 and des Grands-Maîtres/Dagenais Boulevard (east). They’ll therefore have to take Grands-Maîtres and Robert-Bourassa boulevards, followed by Highway 440’s service road, westbound. That will allow them to find Laurentides Boulevard in a northerly direction, in order to then finally get route 335.

That work will take place between Louis-Bisson and Vachon bridges, both located in Laval. The goal of the project is to improve safety and ride comfort on that road axis.
This work step will continue until the winter, and will resume in the spring in order to carry out and complete the project.

Closures

The work will result in partial and complete night closures, as well as partial weekends on various sections of Highway 13. Access ramps will also be affected by those closures.

Between Louis-Bisson and Vachon bridges, drivers should expect night closures that will affect two or three northbound lanes. During weekends, partial daytime closures are expected, which will affect one to two lanes.

Still northbound, the Ministry’s planning complete night closures on Highway 13, between exit 12 (Samson/Notre-Dame Boulevard/Saint-Martin Boulevard) and Sainte-Rose Boulevard. That means the exit 12 ramp will also be closed.

For now, only one complete night closure is planned southbound, which is at Dagenais Boulevard’s level.

It was 11:15 p.m. when the accident occured on Laval soil.

At that time, the suspect vehicle was going eastbound on Dagenais Boulevard (west), while the victim was heading toward the opposite direction.

When the victim wanted to enter Espher Street, the suspect vehicle hit him head-on at high speed.

The victim rolled over many times, his vehicle ending up completely overturned due to the severity of the impact.

Quick Intervention

Warned at 11:18 p.m., the first of the 10 firefighters assigned to the case arrived on site at 11:24 p.m.

Working hard to take the 60-year-old out of his badly damaged vehicle, the firefighters used their extrication tools, cutting the steel to finally recover the then unconscious victim,  and hand him over to the care of Urgences-santé paramedics at 11:50 p.m.

Transported to a hospital centre, it’s a medical team who pronounced the victim’s death, who succumbed to multiple traumas and internal injuries.

Other Driver Involved

The driver of the suspect vehicle, a 52-year-old man, was also taken to hospital for minor injuries treatments.

Officers from the Service de police de Laval (SPL) arrested him, and he was scheduled to appear in court today, facing at least one charge of impaired driving causing death.
