The driver, in her 40s, was treated for a nervous shock.

That incident occurred less than two hours, after another collision between a vehicle and a pedestrian happened in Auteuil. The victim was travelling from east to west, at 7656 des Laurentides Boulevard, which is located between Riopelle and Rémillard streets.

“Cardiopulmonary resuscitation (CPR) maneuvers were attempted when help arrived, but the death of the victim was confirmed on the spot,” confirmed the Service de police de Laval (SPL) spokesperson, Stéphanie Beshara, following the incident. “The victim was a 61-year-old man.”

Since the beginning of the current campaign, 9,603 volunteers have helped Nez rouge to carry out 10,503 rides.

The Laval – Basses Laurentides region had 291 rides this weekend, registering 152 on Friday and 139 on Saturday.

The Quebec – Lévis region is the region that requested the most rides, with 502, including 295 on Friday. The region also had 118 rides on Thursday, for a total of 620 in three days.

Reminder

The service will be available until Saturday, Dec. 31, from 8 p.m. to 3 a.m.

It’s now been 27 years for the organization Opération Nez rouge Laval – Basses Laurentides, which exists since 1986.

Opération Nez rouge is a non-profit organization, whose goal is to educate the population to adopt better behaviors, i.e. to avoid driving while impaired.

The SPL said the victim’s in serious condition, and that we fear for her life. The driver, in her 40s, was treated for a nervous shock.

For both cases, the SPL favours the thesis of accidental events.

The 700th was built in front of the La Source school and the l’Étincelle building, on the 15th Avenue, in Fabreville, on Nov. 24.

It was one of the last speed bumps of a first phase of implementation, around 67 schools and 139 parks in the territory, launched in the fall of 2020.

“Laval wants to encourage drivers to adopt safer behaviour, reduce their speed and be more attentive to their environment,” said Ray Khalil, municipal councillor of Sainte-Dorothée, vice-president of the executive committee, and responsible for the files of public works.

Second Phase

A second implementation phase of speed bumps in residential streets is being developed, reports the Municipality.

Those actions are part of a series of “traffic calming measures” that have been deployed since 2017, to which are added, for example, road markings, pedestrian crossings, sidewalk overhangs, raised intersections, one-ways, as well as the installation of speed displays and fixed photo radars at some red lights.

As for speed bumps, they’re preferred when “the speed practiced at the 85th percentile exceeds by at least 10 km/h” the speed limit on a local residential collector street.

In addition to forcing drivers to slow down, those speed bumps have the advantage of reducing through traffic, i.e. the traffic created by drivers not living in the neighbourhood.

The scene occurred around 4:16 p.m., time of the 911 call, yesterday afternoon, in the busy sector of Laval-des-Rapides.

An 81-year-old man, with a 54-year-old passenger by his side, was trying to park his car at the supermarket.

Wanting to position himself to immobilize his car in a parking space, the man first backed into a car, already parked behind him, and inside which was a lady.

In panic, the driver then made a turn, and pressed the accelerator, hitting a 41-year-old woman who was on the road.

She ended up on her hood, while the 81-year-old man then hit two other vehicles, as well as a 68-year-old person. He then hit the two posts installed in front of the main entrance to the business.

It propelled the 41-year-old woman to the ground, the latter finding herself in an unfortunate position, partially lying under the engine block of the vehicle, which then smashed the front doors in its tracks.

Intervention

Arriving on site at 4:20 p.m., barely four minutes after the 911 call, the eight firefighters required for the intervention, two units from Laval’s Fire and Safety Department, quickly gave first aid to the victim.

In addition to experiencing severe nervous shock, the victim suffered very serious arm fractures, and facial lacerations.

After stabilizing the victim, firefighters were able to hand her over quickly, at 4:23 p.m., to the Urgences-santé paramedics, so that she could be transported to a hospital. Luckily, her condition remains stable.

As for the other two people injured, they were both treated at the scene for minor injuries.

The scene was then entrusted to officers from the Service de police de Laval (SPL), to investigate the circumstances of that spectacular accident.

Road users travelling on Highway 440 (eastbound) will be invited to take the detour via exit 19 (R-117/Curé-Labelle Boulevard/Chomedey Boulevard), Road 117 (Curé -Labelle Boulevard), Cléroux Boulevard, and the 100th Avenue to get back to the service road.

Those travelling on Highway 13 (northbound) can avoid the closure via Dagenais Boulevard (West), and Highway 13 (southbound), to then take Highway 440 (eastbound).

Unfortunately, 30 collisions involving pedestrians, and 16 involving cyclists took place during this period.

The interventions carried out by officers aimed, particularly, to raise the awareness of road users, in order to help secure the transport networks. The presence of the patrollers was particularly visible in school zones.

The first firefighters arrived on the scene at 11:44 a.m., noting with relief that no one was inside the vehicles struck at the time of the collision.

However, the driver was in a bad shape, the safety airbags of her vehicle having deployed under the impact of the accident.

The firefighters quickly freed the woman, and handed her over to the care of Urgences-santé paramedics. She suffered minor injuries in her misadventure.

“We were lucky no one else was injured in such circumstances [i.e. in a busy commercial parking lot],” said Vincent Mercier, chief of operations for Laval’s Fire and Safety Department.

This new firearm discharge event occurred on Friday, Oct. 7, around 11:20 p.m., at which time 911 was inundated with calls indicating numerous detonations in that area, located just south of Lévesque Boulevard (east), facing the Rivière des Prairies.

As soon as they arrived on the scene, officers from the Service de police de Laval (SPL) quickly spotted the vehicle riddled with projectiles, while also noticing a victim inside of it, suffering from several bullets.

Police officers attempted resuscitation maneuvers, the victim’s death being noted on the scene.

A victim’s family member, rushed to the scene, was transported to a hospital centre due to a serious nervous shock.

Developments

The SPL quickly established a security perimeter, extending notably to de l’Harmonie Street.

After taking the various witness statements, the police will investigate whether cameras in the area could have captured images that could help make advance the investigation.

It was 11:15 p.m. when the accident occured on Laval soil.

At that time, the suspect vehicle was going eastbound on Dagenais Boulevard (west), while the victim was heading toward the opposite direction.

When the victim wanted to enter Espher Street, the suspect vehicle hit him head-on at high speed.

The victim rolled over many times, his vehicle ending up completely overturned due to the severity of the impact.

Quick Intervention

Warned at 11:18 p.m., the first of the 10 firefighters assigned to the case arrived on site at 11:24 p.m.

Working hard to take the 60-year-old out of his badly damaged vehicle, the firefighters used their extrication tools, cutting the steel to finally recover the then unconscious victim,  and hand him over to the care of Urgences-santé paramedics at 11:50 p.m.

Transported to a hospital centre, it’s a medical team who pronounced the victim’s death, who succumbed to multiple traumas and internal injuries.

Other Driver Involved

The driver of the suspect vehicle, a 52-year-old man, was also taken to hospital for minor injuries treatments.

Officers from the Service de police de Laval (SPL) arrested him, and he was scheduled to appear in court today, facing at least one charge of impaired driving causing death.
